Looks like Bush and his team are trying to back out of one of the three already-agreed-upon debates: Political Wire: Bush May Skip One Debate:
President Bush “may skip one of the three debates that have been proposed by the Commission on Presidential Debates and accepted by Sen. John F. Kerry (D-MA),” the Washington Post reports.
What is he afraid of?

My notes say these were the proposed topics for each date:
Sept 30 – Domestic policy
Oct 5 – VP debate
Oct 8 – Any issue
Oct 13 – Foreign affairs
Looks like he wants to stick to domestic policy and foreign affairs, give the freeform a pass. I think saying he’s petrified is silly and unfounded, but still — very curious.
Well, the problem is that he has all the answers, but in a free-form format, they’re not sure he can match them up to the right questions.
Also, he has tickets to the Springsteen concert.
It’s probably the format he is afraid of. He seems to stumble badly when confronted with unexpected questions.
He’s stupid, but he will probably just get away with this too.
obviously he can prepare for a formal debate and know what to expect. in the town meeting format he would actually have to think in a logical manner. if this is true kerry should pound bush on this and say he is afraid to confront the american people. they will force him to debate 3 times or he will lose support. also this is the format his father looked at his watch, maybe he is afraid of history repeating itself.
